Install command line tools from GitHub Releases as npm packages.

Configure this registry in your .npmrc:

@tr:registry=https://tr.ras0q.com

Packages use the name @tr/<owner>--<repo>. For example, @tr/cli--cli provides GitHub CLI (gh).
